Add rate limiting to the upload endpoint
Caps uploads at 10 per minute per user to protect the worker pool. Returns 429 with a Retry-After header so clients back off cleanly instead of hammering the queue.

Tested with a burst script: the 11th request in a window returns 429 as expected.
